1 Introductions, apologies and substitutions
The Llywydd welcomed the members to the meeting.
2 Minutes of the previous meeting
The minutes of the previous meeting were agreed for publication.
3 Organisation of Business
3.1 This week's business

· Plenary is unlikely to run past 6.25pm.
The Llywydd drew Business Committee’s attention to the addition of the following item on Wednesday, to allow Labour to change their member on the Legislation, Justice and Constitution Committee:
· Motion to elect a Member to a committee (5 mins)
The Llywydd informed Business Committee that the First Minister will be answering First Minister’s Questions virtually today, and that the Trefnydd will be on standby in case of technical problems.
Business Committee noted that Paul Davies is acting as Interim Leader of the Conservative Group. Darren Millar advised that question 5 to the First Minister today would be withdrawn, in line with Business Committee’s previous agreement that party leaders do not enter the ballot for FMQs. Paul Davies will also temporarily remove himself from the ballot for FMQs whilst Interim Leader.
Plenary last week
The Llywydd asked Business Managers to remind Members of the Guide to Virtual and Hybrid Plenary, particularly in relation to voting time.
The Llywydd asked the Trefnydd to remind Ministers to be present in time for their items, following a suspension that was required prior to an item of business the previous week.

Business Committee agreed to schedule the following items of business:

3.4 Members' Legislative Proposals: Selection of motion for debate
Business Committee agreed to schedule the following motion for debate on 20 October:

To propose that the Senedd:
1. Notes a proposal for an employee ownership Bill on promoting worker buy-outs and employee ownership.
2. Notes that the purpose of this Bill would be to:
a) legislate for a Welsh Marcora law to provide the legal framework, financial support and advice for worker buy-outs;
b) put in place a statutory duty to double the size of the co-operative economy by 2026 and to actively promote employee-ownership and worker buy-outs;
c) provide financial support and advice for workers to buy out all or part of a business facing closure or down-sizing and to establish a workers co-operative;
d) ensure that all companies in Wales in receipt of public funding or part of the social partnership and ethical procurement chains agree to the principles of worker buy-outs and employee ownership.

4 Legislation
4.3 Tertiary Education and Research (Wales) Bill timetable
Business Committee agreed:
· to adopt the timetable for consideration of the Tertiary Education and Research (Wales) Bill and agree that it be published;
· to refer the Bill to the Children, Young People and Children Committee for consideration of the general principles; and
· the additional meeting slots requested by that Committee.
5 Committee Timetable
5.1 Timetabling for the Special Purpose Committee on Senedd Reform
Business Committee agreed to allocate the Special Purpose Committee on Senedd Reforma first meeting slot on the afternoon of Thursday 21 October. It was agreed that the Committee should consider and agree its desired approach to the frequency and timing of meetings, avoiding membership clashes with other Senedd Business.
